Did the transfer today. $20 cash only for the commissioner of oath at the Yonge/Steeles MTO office. $10 to keep the plates (cheaper than getting a new plate AND registering it).

If you meet the definition of common law spouse, then you may meet the definition of in-law, as you are legally spouses (though not 100% of the conditions that exist for married spouses).
Regardless, it's three years living together in ON, not two.
I'd confirm that with someone at MTO though :p

Looking at the form, it seems that both the donor and recepient have to be before the comissioner for the sworn statement.
Is this correct?

Well you wouldn't be family if you're not common law. I just got this done at the Yonge n Elgin Mills Location. Paid $40 for the entire transaction. (Her fee and i think $10 was for MTO)
My gf and I have been living together for 3 years and her dad gifted me his car with this form. The commissioner didn't ask for any proof of him being my father in law. So.......guess could say you have been living together that long, but if they check it would be bad news.

The MTO will help you fill out the form on the spot when you both show up to sign it.

Ontario has funny laws. In B.C. you just fill out transfer of ownership and put $0 gift on the tax form. They ask for a credible reason, but it doesn't have to be a family member, and you don't need a witness or notary.

I would like to gift this car to my mother in law.
Aside from filling this form and bringing to MTO office, is there anything else?
How will the new ownership documentation be sent to her?_______________
