Visitor to TO, accidentally ended up on the 407 toll coming back to TO from Niagara.Was going 115km/hr... I drove under those electronic gantry's... Are those just for toll use or can they detect (and issue) speed tickets?

I was wondering if there is any benefit for the employer to reimburse an employee their 407 expense in lieu of a salary raise? Would it have to be a taxable benefit to the employee (i.e. get charged tax on it) or is there any situation where this could be a win-win for the employer and employee?
