Is a consultant allowed to call another business to solicit sales? In Ontario.

There are a handful of companies that offer payment services which allow you to pay vendors with a credit card, with a fixed fee (usually 2-3%). The two that I'm familiar with are: Plastiq RBC PayEdge (formerly WayPay) Does anyone know if there are any other platforms that do this besides these two?
