I always see professionals wear special encapsulants clothes, and spray liquids on wooden surfaces to prevent mold.Do you know what are they spraying? where can I buy those mold spray?

So have some old mulch on front yard and decided to remove and put flowers. Tilled soil and found this in ground. Is it just from backfill or some old tool prior owner left? Not part of water main or something?Don't want to remove or cut and cause any issues!! Thanks
