I did a round of fall fertizer in early October... the snow has pretty much melted off completely the past couple of days, would it be a good idea to apply a second round of fall fertilizer? Or would that be a waste of time?

I'm toying with idea of ripping out the lawn (see first pic) and extending my flowerbed (see pic 2) so that it covers the entire lawn portion with low maintenance perennials. Looking for opinions on whether this would be a good idea aesthetically.
