No one here knows the algorithm, it's best guess. I've tried so many different things too (like Automatic Deposits, Larger Balance, Zero Balance, Small Balance, No Transactions, Frequent Transactions...) to no avail. I used to get it 3x a year, and this year I only got it 2x.
My latest "best guess" based on your experience: Maybe the algorithm attempts to discourage people who try "so many different things" by reducing their chances in promo rate lotteries ;)

Hard to figure these guys out. Have never been targeted for any offer but the only service I use from them is the savings account. Been calling in to see what they would offer. Was in for 2.5%, six figure amount, expired today. Called in and was offered 2.0% for 90 days. Passed and moved the money.

I pulled all my funds out. Called and was not offered any promotional rate. Was there a specific line to call? Oh well, to EQ Bank I shall go.

Simplii Financial (ex PC Financial) is offering 3% starting today for four months on new deposits. No calling or any other BS required.

I didn't get the promotion. I called in and asked for a better rate and got 2% until January 29, 2018. Hope that helps someone.

Better still move your money to Simplii and (1) get 3% to 28Feb18 plus (2) give TING a symbolic index finger salute.

Yup, speak with your wallet if you want more competition. Loyalty does not pay.

I had the funds stuck in from the promotion ending Oct 31. I was not vigilant enough in remembering to transfer out to Tangerine.

Not sure what you mean - what is a true saver?

He means if you are someone who actually keeps large sums of cash on hand, they won't give you sqwat. You aren't their target market. They want people who but mutual funds, get credit cards, open new account.

And most importantly borrow money from them.

why instead not invest on dividend stock that pays monthly? Corus Enterteiment pays 9% + monthly and never missed a payment. There are safe stocks that will pay quarltly but do your due diligence
