And its based on the higher of the book value or sale price as listed on the bill of sale (this is like a receipt).
I bought a used car for $1800, but the guy listed sold at $500 on the bill of sale. But I had to end up paying pst on the book value which was $900 (this is when the you get the official ownership documents, etc).
