Both of those suggest somewhat of a sense of urgency.
I'm guessing the worry isn't about getting the refund back quickly but rather finding comfort that nothing went awry in the refund getting deposited in the right account since CRA said it was deposited 3 days ago.

and how exactly am I supposed to not pay up front? my employer deducts the taxes at the paycheck, I get credits from transit and other items, its not like my employer will say "oh he bought a bus pass this month, lets withhold 15$ in tax so he can have it now"

Fill out this form, send it to the government, provide copy of authorization to payroll department, take home more on each cheque.

It's not always that simple.

For example, my stock options/stock awards are withheld at Ontario's highest marginal rate. I don't have a choice in this matter. I'm certainly not willingly lending money to the government.

CRA doesn't care, it's your bank that would have limitations. I don't see why they all woudn't have DD for savings though.
