I did my research and it looks like the cheapest setup is, around $170.
I think Tigerdirect's bundle deals on midtowers are much better deal,
cause you get everything except HDD.
You get Quad-core CPU, 8GB Ram, Good Case with decent PS and more.
For this AMD to work properly as a mini pc,

Don't worry they are not very expensive. If you are just using it as an htpc any $15-20 heatsink fan should be good enough. You can find one at any computer store
something as cheap as this should be good enough. Just make sure that the fan is quiet enough for your tastes if it is indeed being used as an htpc

apu:40 -20 (has a fan, since this is the box version../ i think theres a mistake in the listing)
mobo:50 - 10
case+psu (matx): 40
ram 4gb: 18
= 148 -30 = 118 +hdd
also, you dont need micro atx cases for micro atx motherboards.. you can use any bigger size atx ones too.
