I find Ticketmaster has a way of announcing things before they are actually up and running. I've seen events listed (and not added), only to be added at a later date.

It's either delayed or it's sold out. I'd keep checking back if you're interested in something from the list of your local concerts participating in this offer.

Edit: It IS in fact working, I've checked a few random concerts and the offer comes up. Example, Game of Thrones.

The concert you are looking at may not have the offer activated yet. It's under "Ticket Type" where you select or de-select things like Verified Ticket Re-Sale, Platinum, Etc

Tested for the first 2 shows
"deal" in this case is very subjective (not criticizing OP, criticizing Ticketmaster)

for both shows, the only tickets that were 2 for 1 were literally the last 3 rows. Bad, nosebleed seats that probably won't sell, so they're dropping price in an attempt to recover something.

I agree. I've seen the Game of Thrones concert as part of many "offers" now, no surprise it's on this 2-for-1 promo. Decent seats are available for that show, through this promo.
It's very much YMMV, depending on the event.

For Rod Stewart W/ Special Guest Cyndi Lauper @ Budweiser Stage - Toronto, there is only one ticket available as part of the promo and if you try to checkout it gives you the error "Oops, you're required to select tickets in the multiple of 2 for Valentine's 2 For 1 Ticket Offer. " Great offer Ticketmaster!

Sad but true - for Train the seats are $27.50 each and the fees add another $20 each - $40 in fees for $55 in tickets. In Toronto there are lots of bands playing the ACC this year that couldn't sell out the Budweiser Stage last year so I can't imagine sales will be that good. Last year's Ticketmaster kickoff to summer sale in May had NO fees - at least for the concerts I attended. I'm betting Ticketmaster will blink and do a repeat this year so I'll wait. Wallet safe for now.
