I would say flight is the fastest option
train/bus will take a LONG time.

TORONTO<---->CHICAGO
May need to go to Chicago from Toronto at short notice. Is there a ferry? If not, what is the best/cheapest way? Thanks guys!

flight should be pretty fast and cheap. afaik, united airlines uses o'hare as its hub, so they should be the cheapest and most frequent flight there.
