Might be worth mentioning that you don't actually have to live in Toronto to get a library card.

You're entitled to a free library card if you:

-live in the City of Toronto
-work in the City of Toronto
-go to school in the City of Toronto, or
-own property in the City of Toronto

And if you don't qualify for a FREE card:
Non-residents of Toronto have the option of paying a fee to obtain a card that is valid for either 3 months or 12 months at a time.

Got my first library card this year since I was a kid.
Loving it - you can order books to your local library, provided they have them in the greater network, then get an email notification that it's ready for pickup.

Fines for overdue items are changed starting Oct 3, 2016, with rollbacks for daily limits, for maximum limits.
Rollbacks on children's charges are 50% and there are more reductions.
