Does anyone know if there are rules about making modifications to a common wall in townhouses.
I basically want to put LAN cables into each room and terminate them as wall jacks.

if its like my old duplex, it was a double wall between. So you could do whatever you want to it.

During construction we are required to use fully enclosed metal boxes for all wall jacks located on all party walls in order to pass municipal inspections.
A metal box will prevent (or reduce) fire travel between units.

Not really. Just understand the risks in case of fire. The walls will be double drywalled on each side in order to provide at least a 1 hour fire time (varies per municipality). Putting a hole in this drywall can open you to risks of fire spreading from one unit to the next.
