To simply pay ... any court office is fine.
But if you are submitting a request for trial date, then usually it's the one that's listed on your ticket, but not absolutely has to be. (just because the orig. ticket would have been sumbitted by the officer to that designated office and it would be easier for the court office to look it up and process).

Traffic ticket - court office
The location on the ticket is Toronto South. Do I have to go there ? Toronto East is better for me.

Go to Toronto South and request your court date, the chances are, because THAT court is so backlogged, you may not even get one until it's too late and you file your 11b right.
And yes, like the AP posted, you probably do have to go down to City Hall and file. Before thinking about if "it's worth it" or not, please do consider what a conviction will do for your insurance rates._______________
