turning right in the 2nd lane
Is it against the law to turn right on a red light (once you've done a complete stop) and there is no sign saying you cannot turn on the red light in the 2nd lane because there is another car in the turning lane?

I would of been in the turning lane but the guy driving was blocking me from turning as he was going straight.

This happens a lot on the off ramps from the highway. And though there are no signs my thinking is that it is ok to turn right from the middle lane which also has arrows showing you can go left and right BUT only on a green light.
Only the person in the rightmost lane may turn right on the red light after coming to a complete stop unless otherwise specified by signs saying no right turn on red signal.
The person in the middle lane must wait till the light is green again before turning right or left.
Saw a female driver make the right turn from the middle lane on a red light recently and another female driver making the right from the rightmost lane went directly into the middle lane instead of the rightmost lane on the straight thereby cutting off the middle lane turner and almost causing a collision.
Both of them made illegal turns and no cop was present unfortunately. The only thing missing from the equation was a cellphone at the ear of both or either one of them.

HTA 141 refers to right turns where multiple lanes are designated. I do not see a specific mention that a turn on a red is only legal from the curb lane.
My favorite pastime is blasting my horn at drivers that can't understand that they can't slide 3 lanes to the left as we both make our right hand turns from our respective lanes.
Perhaps I have tooted at you at the 410 Southbound exit to Queen west.

Good examples, I was thinking the same. I don't think there is anything illegal about making a right turn, from the second right most, right turn lane provided that your the first car and you can complete the turn in a safe manner.

About the comment about someone going wide for a right turn from the curb lane and hitting the person making the right from the 2most right curb lane. Thats the fault of the driver pulling a right from the crub lane. Just like the double left turn lanes, people always go wide from the inside. What? If there is not a "NO RIGHT ON RED" sign, the middle laner should also be able to turn right on red. Unless the HTA has a rule on this, I think this is how the way it should go.
More like, the car on the rightmost lane should always turn right to the rightmost lane of the perpendicular street.
