Unlocking Rogers Samsung Galaxy S3 for use in Europe (UK)

Hi guys

My sister-in-law will be moving to London in February next year. She's got a Galaxy S3 with Rogers for just under 2 years of a 3 year term (through Costco). She's asking me if she can get it unlocked and use it in Europe and what that would cost vs. just buying a new phone.

First off, does anyone know if Rogers will unlock and for how much (I will then add the ETF)?
Secondly, does the Rogers/Canadian S3 function on the same or similar bands as those in Europe?

The backup plan is she will sell the plan to her mom who currently does not have a smart phone and is on a MTM plan...

you can have it unlocked for as less at TronicsCity.com is cheaper than what rogers will charge you for the same unlock and cheaper than buying
new phone.

also it depends on what network she want to use when she get to UK, but some networks there have same frequency and Canadian carrier like Rogers so it should work there.

I unlocked two S3 and a Note 2 myself and it is actually quite simple. If her phone is on firmware 4.1.2 she'll need to downgrade it to 4.1.1 first before unlocking. It requires a factory reset so she may not want to bother with it. I must say it's a bit tedious to arrange everything back to my preferred layout but the upside is it solved my battery drainage issue =).
