US companies charging applicable CDN sales tax and GST

I had to do an RMA with Otterbox. They charged my local provincial sales tax plus GST even though they're shipping from the USA. I requested they provide me their GST registration number but they denied me this. Is this common practice with US sellers?

Some companies have arrangements with couriers or brokers that allow them to charge you upfront. This is usually to your advantage since it avoids brokerage/processing fees on delivery.

However, for an RMA they shouldn't be charging anything. If they declare it as a warranty replacement it should get across the border without taxes, duties, or related fees.
