If you looked more closely you'll likely see most of the taxes and fees are from the fuel surcharge and German taxes. Canadian government taxes and fees on overseas flights are quite small.

Air Transit has been having similar last minute prices to Frankfurt and Munich for the last month. As well as slightly higher prices to other European cities from Vancouver. So if you need other dates and don't mind Air Transit, there may be other choices.
