Well though technically they could fill the car up to make sure the "F" is really "F", I think it's really the LAST renter who screwed you by driving down the full tank as much as possible before the needle moved from "F"...

OP please edit the title of the thread (click "Advanced" button) or delete it... this thread is misleading.
$2.25 / L is expensive but reasonable if you agreed to a full tank.
Most of these places allow you go pay for your tank of gas ahead of time at a decent price to save you this hassle.

No, sometimes rental places give you cars that are half full, and they tell you to return it with the same amount of gas.

Discount once gave me a car with tank 1/8 th full. Now think how would you plan to return a car 1/8th full? I returned it 3/4 full.

why not? most places only require u to return the same amount of gas when u first get the car.

Yes they do.
But it's far easier as a customer to receive and return full.
They charge obscene prices on missing gas with the justification that they have to have someone run out and put gas in the car before it goes out again. So they should be doing that.
