when paying a bill (visa for example) using phone or web banking on the due date, what is the cut-off time before the transaction is counted as the next day (and so charged interest)...is it 11:59pm or sometime in the afternoon. Thanks!

It's supposed to be 11:59pm. Depending on your bank, payments made on Saturday and Sunday might have Monday as the payment date.
