Are we that weak now? Salt all over roads with little dust of wet snow?

Gotta put up with salt all over the sidewalks near stores. My shoes' lifespan rapidly decreasing as a result. Really? It didn't even snow.

Liability. If you do slip and fall due to a "minor dusting", you might go on a lawsuit-spree.

Not weak. Litigious. There's many people out to make a buck by suing anybody for their slip and fall.

I think it's due to union-negotiated agreements for municipal workers. The municipality and the union signed a start date for road salt to ensure that the workers are paid as of that date, regardless of snowfall or weather.

It was pretty slippery on the sidewalks this morning, walking from the NY Centre subway stop northbound on Yonge. Some spots had been salted, some none at all. I saw a couple of people wipe out.

They've been pretreating the roads around here with brine. You need to put down a layer of salt of some kind to prevent ice from adhering to the surface. Otherwise you're trying to melt "from above" and that takes a while.
