What is the best deal for Pontiac Montana SV6?

I am going to buy Pontiac Montana SV6? The newspaper shows the cash price is 15498 currently. The dealer offered me (15498+1350freight+100A/T+399ADM)X1.13%=19602. Can it go any lower? Is 15498 the dealer's real cost?
I remember somebody mentioned around 17800 on the road a couple of days ago.

Tip to OP: Don't pay that ridiculous $399 admin fee. That's, well, ridiculous!

Other than that I would not buy the Montana SV6 at all, but if you're set on it I'm sure I can't change your mind. It's a cheap van, sure, but it's a real underachiever IMO. As cheap as they are though, I wonder when they will sell out of the 09s? They stopped production on this vehicle last year in like November or so, so there's no more after that. There's no 09 model in the US if I'm not mistaken (it's already discontinued there).
