What is the best GIC rate I can get for USD?

What is the best GIC rate I can obtain for USD? I am quite flexible on the timelines, so any ideas/suggestions will be appreciated.

yes, imho, tangerine has the best rates
NDP for Unions, PC for people. Only PC can save Ontario.

RBC has a 1 year @ 3% offer that’s posted in branch for USD.

Really? Their website shows 5yrs get a measly 1%. Haven't walk into a branch in ages. Why do they do this in branch "special"?
