it depends if the seller reports you.
i've done this before.
if you buy something by accident. just contact the seller and tell then you can't pay for it. most times they understand.
otherwise ebay might suspend your account.

What does eBay do when you dont pay ?
What does eBay do when you win an auction but dont pay ? do they suspend your account or give you a strike ?

If the seller reports you then you will definitely get your account suspended ? or is there a price limit that you reach then you either get it suspended or a strike ?
How does one get a strike ?

Ya, contacting the seller and agreeing to a mutual agreement to end the transaction will help. This way the seller gets their Final Value Fees back. There's a process for it that the seller can initiate.
Word yourself nicely too. I had one ding dong recently. He emailed me literally minutes after he won the item and told me he changed his mind and didn't want it anymore. He even told me that I could sell it to someone else. Very helpful
I didn't bother with any mutual agreement crap, I went straight to filing a non-paying bidder report.
I also just had someone today tell me that they couldn't pay for their item due to personal reasons and told me that they truly apologize. That, I can accept.

I think it's a 2-3 strikes and you're suspended. Not sure, though. It might also depend on your feedback too. Whether you're really new or not.
One gets a strike when a seller files a non-paying bidder report, aka opening up a dispute. You will receive notification of it and a reminder to pay. You have 8 days to resolve the situation with the seller (ie pay or agree to end the transaction). If you don't pay, then it's up to the seller after that 8 days. He can then choose to end the dispute saying you never paid and you'll get a unpaid item strike.

I obviously did have the intentions on paying when I win and I had only a few minutes to decide before it ended and all looked well until after the auction when I had more time to carefully look at the item which wasnt the one I was looking for but close (hard to tell the size difference). If I dont pay will the seller offer a second chance offer to the next highest bidder or relist the item ? how much would it cost to relist the item ? does it cost extra to give a second chance offer to the next highest bidder ?

Send an email to the seller and offer to pay for his listings and final value fees, because he will pay them anyways.

two unpaid strikes and your account is gone. so this is a warning to those who think that since the feedback system for sellers to evaluate buyers is gone, it doesn't mean you'll get away for long.
