I'm in a neighborhood that often has this sign. The Handbook definition is below. But does it mean that you can't park on JUST the side of the street the sign's on? Or BOTH side of the street? Meaning, if I see this sign on the left side of the street but NOT the right side, can I park on the right side?

It means exactly as it is described:
Do not park in the area between the signs. This means you may not stop your vehicle except to load or unload passengers or merchandise. (Used in pairs or groups.)
This sign is used with others.
In lame terms: No parking at all.
Can I ask ... how long have you been driving???_______________

What this means is that there will be multiple signs like this, placed 20 feet apart for example. The arrows just indicate whether No Parking is meant for before or after the sign (or both), on that side of the street.
For example, the signs may be grouped like this:

...which means you can't park anywhere between the first sign and the last sign.
Or a more simple example:

^^ No parking in between the signs.
You would not see any of these signs alone, because it doesn't indicate where the No Parking area ends. Always in groups or pairs.Last edited by Rehan; Apr 19th, 2012 at 11:16 AM.

As everyone else mentioned, it will apply to the side of the street it is on.
These are common in many older neighbourhoods, in my city, because the streets are too narrow to have two cars drive and have a car parked on each side. Therefore they restrict parking to only one side of the street so that traffic can still flow properly.

Be careful with signs like the OP posted that have a sticker over them. Apparantely some punks decide to put stickers over one of the arrows and unsuspecting motorists will get ticketed because of someone else's prank.

It means no parking
...I just got a ticket in Gatineau for parking in what I thought was a parking spot. There was on of these signs a hundred feet or so away and I could not see it from where I was parked (right next to another car on a long line of parked cars. The other cars were not ticketed as far as I can tell (mine was the only Ontario plated one...go figure). Anyhow, the sign was one with two arrows and there is no sign with one arrow to show where parking ends and begins....that was my problem, I guess I was over the virtual line. Why is a ticket officer able to write surch a ticket when the signs are obviously incorrect/confusing...what about some common sense with the benefit of the doubt going to the motorist instead of the city coffers...
