If you want 2 IDE slots your going to have a hard time finding one. I myself went with a MSI which lots of people don't like. Works great for me, other then the odd problem with the JMICRON IDE ports and drivers that they use for the 2nd IDE port.

They are trying to kill IDE so finding two IDE channel in newer motherboard is quite hard. Since you mentioned no overclocking, any Asus, MSI or Gigabyte motherboard should do the job....I personally recommend this Gigabyte, it is stable at stock and with good overclocking options if you decide to one day.

Finally, if you decide to cut a few bucks, Asrock or Biostar are also ok boards which are usually cheaper than the above 3 brands.
It actually depends on what are you using your box for, My box is almost on 24/7 so I usually stay with Asus, MSI or Gigabyte._______________

MSI boards were not really that good back in the mid 90's but they improved a lot over the years especailly post 2000, imo they are on par with Asus which in the opposite is now not as good as they used to be back in the 90's
Gigabyte is solid if you don't overclock but they are starting to get into this department (overclocking) and is quite successful._______________

Two IDE ports? Asus P5N-E SLI. Even if you don't need the SLI, just disable it.

all the options above are too $$$
get a asrock 4coredual-vsta
its aboud $70
has agp8x + pcie 4x for video card
takes either DDR1 or DDR2 ram (slot 1+3 is for DDR1, slot 2+4 is for DDR2, cant mix and match though, max 2x1gb sticks)
has 2 ide for 4 devices
has sata with raid
7.1 onboard sound
its the overclockers budget board but still good for ppl on a budget
this way you can keep your ide stuff, add sata later, use your existing ddr1 ram if its pc3200 , and you can keep your agp card which is still good, and upgrade to a better agp or pcie video card later (though the pcie4x is limited)
the old DDR1 ram will run fine with your e6600, just leave the settings to auto in the bios (its default at auto and it will auto config the ram settings for you)
good budget board overall (get to use old ram/ide hdd/agp video card and allowing upgrades slowly to ddr2/sata/pcie) and eventually replacing the mobo but using your new parts in something else
