At least you have the 8-5 time window, most locations in GTA do not have that, as well it still doesn't matter if it's summer as there are summer schools still.
Regardless, I tend to slow down just a bit in the school zones, just as I still quickly check both directions going through a green light, just in case.

If it is not during school hours, I disregard any signage that mentions "School Zone". I will drive 50km/h.
On a side note, I had seen (and nearly hit) a pedestrian that crossed at a school crossing at 10pm at night. They were not wearing any reflective clothing, there was no overhead lighting on the area. They got an earful of my horn. Idiots should be using a school crossing like that at night._______________

I was actually going to make basically the exact same topic. I've certainly noticed the same thing, as I pass through a playground zone twice a day to and from work. At least 50% of the time, someone will be very obviously speeding, if not pass me.
The only reason I can think of is that people are somehow stupid enough to think playground zones aren't in effect while school is out, or just plain mix them up and think they are school zones. I NEVER even go 1km over, because I know the consequences are just brutal. It's simply not worth risking to shave about 5 seconds off my commute.
It's to the point where people will ride my ***** half way through the zone, then angrily switch lanes, then speed up to 50 or 60. Every time that happens I just hope to god a cop saw it.
On the other hand, it isn't enforced nearly enough. In my last 3 years of driving, I haven't once seen a cop set up a speed trap for school/playground zones. I guess construction zones and off ramps are much more lucrative.
