When Purchasing Items Whats Considered Brand New?

When buying items from the private sector regardless of what type of items, what to you is considered Brand New? Whether it be a Cell Phone or a set of RCA cables....

I consider a Brand New item to be sealed in the manufacturers package.
never opened, never tested, never tried....

what are your thoughts?

I agree with your defnition of new, but its usually subjective. Even something like BNIB (brand new in box) gets abused by some people, who open it, try it, and put it back in the box and then say its BNIB...
