Officially there has not been a release date yet. It will probably be by the end of the year (2012), but that is what they have been saying for the past few years.
There will also be a 10 year passport starting in 2013.

Green/Official passports have had the Epassport technology for some time.

Assume they should be out soon for the regular passports.
