Just standard 8.5 x 11 paper, 200 sheets or 500 sheets or something at a time, doesn't matter.
Where is a good place to buy paper? My only consideration is price. I would prefer white paper if possible.

My local Staples often has higher quality paper on their clearance table for the same kind of price ($3 ish for a ream).

call around - Staples is a good place to start, and hey, they even have a website.. buying in bulk is always cheaper than buying a single ream of paper. why is this even a question, it's not like we work at dunder mifflin and memorize paper prices.

Your average price for a 500 ream pack is around the 5$ mark for standard paper. You can look around and find cheaper at some stores or like someone said, Staples DOES do clearance on some papers (usually because they decide to stop carrying that brand/type of paper).
Standard prices for a box of 5000 is about 40-45$ or so for the standard.
Disclaimer: by "standard paper" I mean "multiuse paper". You can get copy paper (which is a less white, lower grade paper) for cheaper.

The really cheap paper from Staples (like $4 or $5 for 500 sheets) is really thin though and terrible quality. I know you're looking for the cheapest available but keep at least one size of normal paper and then get the cheap ones for every day home printing use.

Depends what you're printing really. Copy paper, as its name says, is for massive office (usually B&W) photocopying so it's used as expendable stuff. You won't use any kind of lower grade paper for presentations or any kind of graphics work.
The best "all purpose" paper I've found is the Staples either "inkjet" or "laser" branded paper (the one in the orange or pink pack). It's a bit thicker than the multiuse(blue pack) and copy (red pack) paper and the tooth of the paper is tailored for the kind of ink that will go on it so it will provide a slightly better result. Those are usually 7-9$ for a pack of 500.
My choice for "good yet still not too expensive" paper is the HP bright white paper (orange trim pack). It's about 15$ for a pack of 500 and provides very good output and is very white (95 IIRC vs the standard 92).

FWIW, I've printed copies of presentations on stock that's just one notch above toilet paper and still hit a home-run. I've you've truly got something to say, and the people you're speaking to aren't complete morons, they ain't gonna judge you by the whiteness of your paper.

If you bothered to read I DID suggest some lower priced options notably a 3-5$ a ream pack??). I just mentioned that there is also a good quality paper. 15$ a ream is really NOT expensive by most printing standards considering you can get prints that cost hundreds of dollars. Like I said, I mentioned it, and I mentioned the cheaper option. He can pick whatever he wants.
And that wholly depends what you're doing doesn't it? I think we can both tell the OP isn't going to really bother doing anything nice with this paper, but generally speaking if you're in say.... the graphics department, you're going to pay for better printing as opposed to doing it on your 50$ inkjet at home because in some departments the "quality of your paper" DOES matter to people. So really it depends on your needs; your wording implies that paper quality doesn't matter at all to people.
