You may get it from your near science suppler in your area. But you may need a license most places as it is fairly dangerous chemical.

People would wonder why the hell you would want that much peroxide. I hope it's not the concentrated stuff. What stain remover are you making?

most drug stores/walmart sells large bottle of it ~1-1.5L IIRC

I think you won’t get it unless you are chemist employed by a laboratory and even then you would be forced to sign a document and explain what your specific need is for that kind of quantity. Anyway I would suggest you to use any other solvent.
