Bottled water is also often on sale in 500ml bottles for as little ~10¢ per bottle at grocery and drug stores. It's probably a loss leader.
(e.g. last week Food Basics was selling 24x500ml bottles for $3, i.e. 12.5¢ per bottle or 25¢ per litre.)_______________
