where are some places in the GTA for a nice view of the town?
It can be in the car....or in a restaurant preferably in the restaurant

Manulife Centre at 55 Bloor St West. Great views north and south. Bar and restaurant up top, with a great patio, nice prices too.

Unfortunately this fits neither of the criterion you mentioned but in the courtyard between Roy Thompson Hall and Metro Hall. Great view of the downtown skyline.
Then again there are quite a few restaurants there along king and you can cross the courtyard to get to a car park. Maybe you can drive to the car park and go through the courtyard to get to one of the fancy restaurants

Best view of the city (imho) is from the Atlantis Pavillions/Ontario Place - especially the roof. Watched the sun rise over the city there this morning and NEVER get tired of it.

CANOE on the 54th floor of the TD Centre. 360 at the CN Tower must get an obligatory mention too.

if you want a vantage from somewhere else other than downtown .... the lakeshore and parklawn area has great views
as well as port credit (i've heard)
but panorama will have the best height

Polson Pier has nice views of the skyline and the lake.
