Not sure which is the best... but here's my thoughts on several places:
Dominos = not bad, too salty, decent portion of pepperoni, but usually light on cheese
Pizza Hut = this is some good s***e, unfortunately, the cheese is made of oil (so I've heard), and the bottom of the crust is usually soaked in grease. Would be amazing if cheese was real, and pizza was less greasy.
Pizza Pizza = can sometimes be dry, but is usually pretty good. Slightly above average.
Panago = Oh, delicious!
2for1 = a little on the salty side, similar to pizza pizza. Average
Little Caesars = Very good stuff, especially with the garlic crust. Light on the pepperoni at times though
Boston Pizza = I really like BP Pizza, but it's far too expensive. Would probably be my favourite, if it were cheaper.
Pres. Choice Pepperoni Frozen Pizza = hands down the best frozen pizza I have ever tasted. I don't care for the pepperoni under the cheese though, so I usually have to deconstruct the pizza when frozen, remove the pepperoni under the cheese, then place everything back.
McCains Deluxe (in the plastic sealed package) = Blah. I don't care for the sauce, or lack of cheese.
Delissio = Crust is too bready, don't care for the sauce, doesn't taste good the next day when recooked.

yeah I recall there being a Mother's Pizza at Kennedy and Sheppard a long time ago. Remember going there when I was only 4-5 years old. Also remember a Pizza Delight that was at Birchmount and Finch which had great pizza. Damn it's not even 9:00am and I'm already craving for some 'za...

I'm almost sure I ate there when I was camping in PEI 6 or so years ago...
Also ate at a Ponderosa in St. John's, NB..... they seem to have disappeared in Ontario as well.....

As for local in Ottawa, Bella Vista is my favourite. They destroy Colonnade. I used to get a great deal at Schwarma Hasoon at Bank & Albion when I lived in the south end. $7 for a large pepperoni that was almost as good as Bella Vista.

I actually like Pizza Pizza, but that could be due the fact that the franchise in my area makes them better than the rest (Kennedy & Steeles). It beats the Pizza Hut (Finch & Midland) and the Pizza Nova (McCowan & Steeles).
Oh and the Pizza Pizza on Hunting Wood & Brimley wasn't that good the last time I tried it. The cheese didn't melt properly. The one on York Campus isn't that good either
I've also tried a few gourmet pizza (company treat) that cost $80 for a large. Way over priced and not worth it.
So... before you judge the whole chain, try different locations as they are owned/operated by different ppl._______________

Danforth Pizza house hands down.
They make the best pizza ever! The crust is thin. The cheese is just right and you can get any toppings whatsoever.
