Why my frd's samsung galaxy ace is unable to get 3G from speakout?

My frd just bought a unlocked samsung galaxy Ace, and I recommended him to use speakout as their browsing plan is cheap and great; however, he can only get Edge network no matter what he did. Does anyone know why this happens? It is not the sim card nor the location problem as I plugged the sim card into my phone and I can get 4G signal.

My guess is the phone doesn't support 3G?
