Will I get hit if I am receiving an item from Canada using UPS?
I used the search but mostly discussion on US to canada items
what if the item is from Canada and the seller only uses UPS?
Will I get hit with fees for item declared over $100?
the seller offers few different types of UPS service from cheap to more expensive(standard, expedited, express saver and express)

No, the duties are only for customs.
Unless you pissed someone off at UPS, of course.

you will never get charged for items being shipped inside the country, only when comming from another country because of taxes but to be able to tell the difference i like to call them teriffs because it allows most people to distinguish from taxes which you pay for stuff you buy in the store or places and teriffs which is what you pay for things comming from another country

Customs fee is always paid by the recipient.
For $100, your recipient would probably pay nothing if they're in the US.

You will only have to pay customs when Toronto separates from the rest of Canada.

What if the seller marks it as a gift, will I receive a bill weeks later?

If the items is being shipped from inside Canada (note that the seller could be canadian but the item could be coming from the US) and the destination is inside Canada then
a) You should only pay the UPS shipping charge
b) There should be no brokerage fee (cause the package doesn't have to go through customs)
c) There won't be any duty (cause the package doesn't have to go through customs)
d) If the item is coming from a store/business then GST / PST should/may/etc be charged.
