Is that unlimited 40 meaning unlimited talk and text while in USA or just to and from USA while in Canada?

Yes. I'm sure it will follow the same WindTab subsidies you see on the website currently for the regular Wind 25 and 45 plan.

Yes you can text to almost any number word-wide, including the US.

Wind only has a network in Canada so as long as your on the Wind network than you can call the US for free.
