• The child was not properly restrained in a seatbelt

If the State highway is built as ours are here, then the sergeant really doesn't know what she's talking about,

"Obviously driving at a speed like that, arms or not, you're just waiting for an accident. You're asking for an accident at 120km/h, whether you've got arms or not. Look at the risk he was posing."

While the title of the article is nice and dramatic, something tells me the guy could probably pass a driver's test without issue (the same way he can probably write with a pencil using his foot).
