Would you compaint for lack of work?

Hello guys, my background is I have bachelor in economics with minor in Business at Concordia University from Montreal; then two year ago I moved to Toronto, and was hired as a production coordinator;
The company was new so I had to do lot of things outside my job title like help create Purchase order, help quality create work instruction as well as templates; but mostly company hired me for the computer knowledge and I helped programmer create MES system, and also helped with inventory.

Now, that company has gone bankrupt and the same production manager(My Boss) has hired me at another company but with another title as expediter; and has told me to pursue other opportunity at the company as this expeditor position is just a fill in position until I can find some descent position in the company.

So, how do I handle this? Right now the Manager is teaching me his job and we are mostly learning and not doing whole lot of work as this job is pretty much done by other people and we simply are there to find stuff; should I become aggressive and talk to HR or should I simply learn and not care about lack of work?

Wait you're boss created a position for you to tide you over until you can find another role within the company and you're going to go behind his back to HR?

Your are lucky to have a job. Do not complain about lack of work. If you do not like your position then look outside while still maintaining your job until you get an offer. Simple. You must not be in Government because they would never complain about 'lack of work'.

Actually HR interviewed me along with my brother and we both got the same job; my brother is again interviewed for Inventory control position hiring internally for which he has to wait another week for management to make a budget for.
Still, this is a new position created and my boss from this company is also the boss from my last company;
and the production manager is going on holiday and I have to replace him, so you see that's what my boss sees in me the ability to learn and replace position temporarily, and that's why it becomes lack of work as I used to work a lot before and this is the opposite of that.

I don't understand the title, LOL. He needs to improve his grammar and comprehension skills before even considering the thought of complaining about a lack of work.
