seeing that RFD members are cheap, instead of a paint job would you spend 1K or more to wrap your car?

Depends how durable and how slick/dirt repelling it is. There's a market for clear bras and extra clear coats like Opti Coat. $1K is a bit steep compared to Opti Coat though.

Although this seems like a pretty cool and cheap way to make your car look different, I wonder if it is bad for the actual paint on the car since it won't be getting air, say over a 2 year period would it cause permanent damage?

I don't think it directly damages the paint (this is based on pure speculation though, so don't take my word for it), but maybe if the wrap is on the car long enough, it creates a permanent bond with the paint, and then when you try to take it off, the wrap strips off some of the paint too.
Someone needs to do a test on this.

depends on the car, which material and who is doing it. I had my car wrapped 2 years ago, the day after i bought it, removed it about 2 months ago. Paint is perfectly fine, and looks how it came new . No imperfections and no scratches. Id wrap it again but Im selling it next month.
