Welcome to several months ago.
It makes perfect sense, despite all the complaining people who don't understand it properly.
Problem is, buyers often receive things that aren't as promised from the buyer, and are afraid to leave negative feedback because they will get retaliatory negative feedback from the seller.
Honestly there isn't much a buyer can do to warrant bad feedback anyway. All they have to do is pay. If they don't, the seller can file a non-paying bidder report.

So i went to ebay today and seen a system message!

Therefore, we've made a number of changes to eBay's Feedback system to continue to improve accuracy and accountability. These changes should help to differentiate and reward sellers who provide a positive buying experience on eBay.

It was announced a few months ago but took effect a few days ago on May 19th. Good for buyers, not so good for sellers. The feedback percentage changes also counting only the past 12 months (now neutral feedback counts like negative feedback in terms of percentage!).

Yep
A buyer's end of the agreement is fulfilled as soon as the seller has money. I've been held hostage by these wankers a lot. I don't have a lot of feedback (under 100) so it really stands out when a seller leaves negative but the "power sellers" with 1k+ it doesn't matter to have one blip in a sea of positives.
This and outrageous shipping charges are why I rarely use ebay anymore. $20 for a pocketbook to Canada? eh? They all love the UPS too. It's often cheaper to get something from Britain!

I agree with some of your points, but what about people who are on ebay to buy items, not sell, how do they receive feedback and become well know. Quite a few auctions down allow people to buy with less than 1 feedback, or less than 10, how do they get their feedback up?

Wrong. The buyer, like some do, can abuse the feedback system and leave negative feedback for no good reason or without contacting the seller first. It is eBay policy to contact a memeber before leaving neutral or negative feedback.
I rate my buyers on the WHOLE transaction, not just the paying part. So if they leave me a negative or a neutral for something that was already listed in my description, or because the USPS took to long to deliver their package, or just left me a negative without giving me a chance to resolve the situation, then they most certainly made the transaction a negative one.
My last neutral was receive because the buyer thought the item was too small. I clearly listed the dimensions in the description. This is a perfect example of how a buyer can do something to warrant neutral or negative feedback.

i don't really like this system as well..
if a buyer decides to pull a scam on you with paypal, you are pretty much screwed..
and as some of the previous posters have mentioned, the buyers pretty much expect the sellers to be perfect and host a costco return policy.. they could pretty much complain about anything from high shipping charges to the color of the item

Maybe now I'm going to have to use a female name in my communication with buyers and sound extra nice. Hopefully that stops some stupid teenager from giving me negative feedback.
Pisses me off, I always give full refunds to avoid bad feedback, and never request the customer to ship anything back. Apparently that's not enough anymore... they could do it just for fun.

you are one of very few on ebay that does that. From my experience as buyer, 50% of the time I am not satisfied with the purchase because the seller always lies on the description just to sell his garbage to you. They then say you can return it and tey will return your money. So you pay for example $15 for the shipping back to them. They paypal you back $20 when you actually paid $35 for the item. So you e-mail the seller and they tell you he doesn't pay you back shipping. So you of course leave a negative feedback. And he leaves you a negative too

eBay's days are numbered. They suck hairy stuff. I used to shop on eBay but stopped - stupid shipping prices, UPS, and just not reliable.
