You must use the REGULAR PRICE! No Mail-in Rebates!
Because this contest will run over several sales, you must use the REGULAR price of the items on your list. You can not deduct mail-in rebates from your total either.
You don't have to include tax however.

What about those deals where you buy something and get something for free.
like currently futureshop is haivng a "buy xbox 5.1 surrounds speakers and get a free copy of halo2" deal

I'd suggest avoiding them as well. It may work out, but it may not.

What if the total isn't exactly close to $400? Like what if it's $380?

I would assume no because you don't get a receipt cause you're not buying anything.
