Did your phone show "no service" when it was out of service. My phone used to have this issue and it was the problem with the sim card. I just paste a piece of paper at the back of my sim card so that the sim card can keep firm contact with the phone.

There is a difference between landline phone and wireless home phone when you call 911. Landline phone will show your address to the 911 operator. But the 911 operator sees the cell tower of your wireless home phone and not your home address. Maybe just too many Rogers users in your building. I got the similar thing at go train union station with Rogers. Full bar signal but no data. Switched to telus and no issue anymore.

I am thinking of returning the ZTE base unit and going voip.ms once again.
Does the SIM from the ZTE Home Phone work in an unlocked cell phone?

Have had Fido homephone with ZTE base for years. When they first came out you could use the Homephone sim card in a cellphone. Very quickly they blocked it and I would imagine it's the same with Zoomer. Am considering this deal.

If I get a discounted phone on contract, and then leave the next month, do I owe full retail price of phone (less 1 month), or discounted price (less 1 month)?

Yes, it uses Roger's LTE network.

It could also be on a sticker on the box exterior itself, at least it did for the LG G4 I ordered, the unlock code was on a sticker on the exterior of the box
