$36 4GB is a loyalty plan. You can switch to a loyalty plan after 6 months.
Have too many phones... This is how I limit my monthly phone payment.
Koodo $25 plan, PM $38 5GB plan, PM $8 plan to replace Speakout,
Zoomer loyalty family plan for 4 lines $117/6GB, $0 FPL home phone

If you are lucky to get the koodo migration offer, then Public Mobile might be a better choice; otherwise, Public Mobile, Lucky Mobile and Zoomer are the 3 good choices in the current market.

So, what is the promo now? Trying to do a referral, and wondering if there is still a $36 for 400 mins, 3 GB plan? Or are they better to call in and sign up to get a plan like that now?

It is $36/3GB/400min now and get the 4GB loyalty plan after 6 months.

I just checked with Zoomer. Both $36 and $40.5 plans have the 4GB data.
The only difference is $40.5 plan with the unlimited incoming minutes, extra 100 CW day time minutes.
If 400 CW daytime minutes is enough for you, save $4.50/m to get the $36 plan.

If you decided to get the $40.5 plan, make sure that you get a phone for the $36 plan so that you can switch to the $36 loyalty plan with unlimited minutes + 4GB data.

If I go with $36 for now then after 6 months, I can switch to loyalty plan?

That's right. The loyalty plans also have enhanced voicemail.
