IE: would a citizen get a ticket in the same situation (pulled over on the side of the highway, in park, 4 ways on, using a cell phone)?

There are some over zealous cops that made to news for handing out tickets to other cops for speeding without emergency lights or speeding with emergency lights without real call. She would check with the dispatch if there were any emergency call in the area and if not hand out more tickets.

Honestly 180-200 isn't too bad especially if traffic is light.. I mean on off peak time, the 401 can be moving at around 140-150

X drive is just an AWD system BMW uses. It does look like a 3 series Coupe. Not sure how you can be certain what year it is.

I'm kinda torn. On one hand the driver is a reckless moron, on the other hand why is the officer publicly shaming him on Twitter like that? Isn't a suspension + fine enough? Is he even allowed to use Twitter at work?

I am somewhat disappointed of that 19 YO guy. Driving a bimmer, the ultimate driving machine (it seems) in such a high rate of speed and still unable to get away from the cop. Smiling Face With Sunglasses (sarcasm !)
