2015/02/28 The Shopping Channel "28th Birthday Celebration" purch or NPE

NPE: During the Entry Period, and subject to the Entry Limit set forth below, participants may enter the Contest by submitting an essay of 100 words or less about what they like best about TSC. Essays must be submitted with the following particulars: name, address, day/evening telephone numbers, and age (for verification purposes). Essay submissions must be mailed to TSC 28th Birthday Contest, 59 Ambassador Drive, Mississauga, ON L5T 2P9. Mail-in entries must be received by TSC by 10:00 a.m. on March 2, 2015. One (1) entry per postage-stamped envelope.

Prize:
(a)Up to twenty-eight (28) prizes will be awarded in this Contest. Prizing will depend on the manner in which the selected entrant entered the Contest, as follows:

•Online Entrants are eligible to win a credit on their TSC account equalling the total value of the purchase order associated with the selected online entry (including tax and shipping) up to a maximum of $1,000 CDN.

•No Purchase Entrants are eligible to win a TSC credit on their TSC account equalling an amount valued at the average of all orders made and submitted for Contest entry by eligible Online Entrants on the Entry Date in respect of which the winning No Purchase Entrant is selected, up to a maximum of $1,000 CDN.

Can anyone figure out by reading the rules if NPE are entitled to same odds of winning ( up to 28 prizes) ?
