Can you share what server you connect to? And what protocol you use. I connect to Chicago The L and use OpenVPN (UDP). I refuse to use non-open source IKEv2. I pay for the US Unlimited package, so can only use servers in the US. Not using one server in particular, if one gives me trouble I quickly switch to another (right now using New York Empire for example). I can't find the option to use other protocols except for IKEv2 in the FireTV app, is the one for the Shield allowing you to use OpenVPN?
Yes, they call it "UDP". From their description online it's OpenVPN. Shield uses apps written for Android TV.
