I believe they were an in store clearance about 2-3 months ago. So it's prob YMMV by now depending if your local Costco has them in stock. There is also a 2 pack of smart outdoor timers for $14 at the time but those are also YMMV by now.

Good deal but will probably buy the Tplink 2 pack for $16.99
