How would this compare to DaVinci Resolve which is also free. I believe Resolve is more robust and popular so it should be the clear choice over this no?

I couldn't find any sliders for doing even basic colour correction, like brightness, exposure, saturation etc. Nothing.
Only thing they have is Filters you can slap on top of footage, which to me are almost useless.
But hey, free is free...this can be useful for throwing together really quick basic non-graded videos

does this this free version off the ability to blur parts of a video (ie: a car video, but blur the license plate only ) ?

I don't use it personally, I use Adobe Premiere, so I can't comment on how to use it

The Video Studio 3 is pretty easy to use, less feature than iMovie, trying to find a good Editor to replace Final Cut Pro X on windows...
