Advise Needed: MVA Insurance Claim settlement

Hi all, my dad had a car accident last year and because of his pre-existence condition, he has been approved the next tier by MVA, which is outside the minor injury guideline. Minor injury usually covers upto $3,500, and the next tier is $65,000. He has been receiving treatments since last year, but since the pandemic, he hasn't been receiving much.

Now my question is, anyone has experiences asking for a settlement payout? If so, what are the procedures and what do I need to do to receive the max settlement?
